You can apply as soon as you gather all the documents. Start here: http://www.cic.gc.ca/english/information/applications/student.asp

Martial status change from married to divorce after COPR

I will believe you if you can point to one single case where PR was revoked, whether failure to stick to province or marriage of convenience or anything. Note my words "revoked". Scrutiny of individual applications is absolute waste of federal dollars let alone the risk it creates to settlement...

With 5.48 CGPA eligible for study permit in Canada?

I am not familiar with the grading system of your country but most of the colleges which offer PG programs don't care about your grades. It's more of an immigration gateway, let's just put it that way. If you are really interested in getting on a master's program, its a whole different...

ETA GOT TO INDIAN PASSPORT HOLDER

LOL! Book the tickets and board the flight if you are certain it's not fake. You won't come asking here unless you yourself believed it was fake.

Refusal. Shall i apply again with same documents?

Unfortunately not but you can always apply and see what they do as CIC is the one which makes decisions and not us. An IELTS score of at least 6.5 in all bands is recommended for any University/college program. You should enrol in some English language programs at your home country and retake IELTS.

Change province before receiving PR card

Not that I support what's being discussed but if you are referring to business immigrant scam in PEI, the province made almost $18 million as they took the deposits away but no one's PR was revoked. Again, I have never heard of a person's PR being revoked unless they are convicted of a major...

It's gonna be tough to get a student visa with those scores. You should try to improve your scores before applying.

What is your IELTS score? I made that comment based on refusal reason as pointed in the letter.

Martial status change from married to divorce after COPR

I am not gonna argue, divorce is a lengthy and complicated process at least in United States and very likely Canada. Both options are open to OP, he can follow your advice and end up in a complicated situation or just forget the differences until finishing landing and part ways for good.

Martial status change from married to divorce after COPR

I disagree. 1. Misrepresentation - The couple is still legally married until a divorce. "Intention" to file divorce is not reasonable grounds for misrepresentation. 2. Exactly! The principal applicant will jeopardize the whole application in attempt to get his/her partner off the application...

My Mom got this Letter from IRCC

Ah k. Yes, her landing will be done inland(she will just sign her COPR and be confirmed at the interview). For her dependents which includes you, instructions will be provided by CIC to send your passports for Immigrant visa.

My Mom got this Letter from IRCC

It definitely is! Passport submission is no longer necessary for inland applicants. IRCC has been issuing COPR during interviews as last step of the PR process which saves the hassle of flagpoling.
