UPDATE: I have found a somewhat poor quality photocopy of the small card, done about 10 years ago. Should I resubmit based on that photocopy, and concurrently apply for an expedited proof of citizenship?

I need original proof of Canadian citizenship to get a new passport. I don't think the "commemorative certificate" will work for that, so I'll need the small card. My last Canadian passport is long expired and lost.
