Vignesh93, You are not eligible unless you have a connection to Manitoba. You must have a relative or a friend, i would say a close relative in order to achieve points. Otherwise you will not meet the minimum threshold requirement. Good luck with everything!

I think MPNP wants to bring people to their regional areas not in Winnipeg as qualifying scores can't be achieved without adding 50 points if the sponsor is in regional area. So now sponsors will have to move to out of Winnipeg.

I can totally feel your pain but CIC doesn't. Absolutely you can resubmit your application but with a different NOC which needs to be more closely related to your experience. Good luck!
