applied online on 11th sep and biometrics submitted on 16th for trv but eligibility review yet not started any ideas whats the problem

hi guys, I submitted my online application on 11th of Sep and bio metrics submitted on 16th , still no reply from CIC , not even started reviewing my eligibility. Is it normal as CIC website says processing timings are 30 days. A bit concerned. Thanks.
