    Not at all. Protected person (accepted refugees) and their dependents are exempt from excessive demand. Your son’s condition may cause excessive demand for government services but by law they can’t refuse for this reason due to your status as refugee.

    You can write a letter, but it won’t make much difference. A lot would depend on their financial situation, travel history, country ties, employment stability, duration of stay etc.

    I know a few people who went to Dubai using British RTD. Would be the same for Canadian RTD. A lot depends on if you know someone in the higher authority and your willingness to pay. More like bribe your way out.
