    I stopped last year there on my layover and did not had very good experience and people seemed to be very rude as compare to other provinces, I would avoid Montreal airport for that reason.

    If they are living in sask, then look at their pnp see if you are eligible. If you don't have anyone in manitoba I would not recommend applying as you file will be very weak,
