"Secondary school diploma and diploma" is actually one qualification, it is the assessment of the kind of diploma I did here, the text just confuse me, some say it'll qualify as a diploma, some say it won't, why it has to be this complicated?

Do you think "secondary school diploma and diploma-2 years + 4 years degree" ECA evaluation considered as "two or more post secondary qualifications"? My case is similar to the first post in this thread.
