yeah its fine. WES doesn't care for any Attestation stamps, except HEC's. if others are there thats okay my degree and transcript was had all the same stamps as you, cuz i work in UAE. no problem took 2 months for ECA for other requirements do check the link posted above

did ECA for my BBA from IBA... you can feed your info on WES and it will give you the docs you need to submit, but generally they are A Levels from British council, transcript and degree copies attested from HEC PS: i used WES

Bro if your eligibility is "Not Met" then from my understanding under final review it will be rejected, i suggest reading the notes on the last two pages and try to understand under what issue did they access you as Not Met, you can create a thread on the form 2 get help. and try to rectify it...

Based on the linked post no, R10 happens first and to see if application is complete, you provided what you should have. Eligibility happens latter, to access what you have provide is okay and meets their requierments...
