In my opinion...U can go before 30th with old offer letter to Canada and look for another program or college. At least at the port of entry they wont bother u because they dont know ur school has refused u.... When is ur classes start date? I stand to be corrected!

What I can say from experience that countless applicants applied in April, May, June and July are still waiting despite the stated processing times of their countries. I personally applied on 18th April and my classes start on 27th Aug but I am still waiting after 125 days. Good luck!
