I believe that is for people that have no received landing instructions from their local office but I have received a letter notifying that a decision has been made about their permanent residency. Not 100% accurate on this but believe this to be the case.

Personally I would sign just in case. Our application was rejected the first go around because we missed the handwritten signature on Schedule A. But it may be different as it is an update.

For those out of status or implied (i'm not sure what it is right now), do we also bring just the most recent entry document (although expired?) We did leave and re-enter the country (so really on visitor status) but received no passport stamp.

Yes I did. There was two fees that were combined and I paid that option. I suppose they just scan it when you get there.

Agreed. I got my landing email and ECAS was changed to DM the following morning.

When they say to "Proof of Payment of the Right of Permanent Residence Fee" is that just the receipt with the barcode on it? Glad to see everyone's files moving along :)

When I posted this no. But we got a landing interview/email several hours ago which was weird but we are super relieved. No AIP or anything, just straight to landing.

No. I have probably tried every combination possible and still no luck. So when everyone else was seeing ghost updates and other things I was just sitting around and refreshing ECAS. Eventually I started calling the CIC number and that gave me a better idea but it wasn't till today that I found...
