It depends on the province/complexity of the case. I guess the average processing time it's still around 12 months, but for Quebec applicants, it is not uncommon to take a bit more than that. I don't have the precise data of how much more though.
I've applied on April 2018 and background check is in process since December 2018. In short, yes, unfortunately it is normal to take longer than 12 months (especially for Quebec applicants).
Yes, same. I asked them last time I called, they said they didn't know, but they'll let us know if it's necessary.
I also got a reply saying that some applications are backlogged because Quebec has its own quota for immigration.
April 23rd and still waiting. And every time I've tried to get an answer about it, it's always the same - they just say there's nothing that can be done, just need to wait, etc.
