    Yes, if you are sending an email it will be an scan of the original document. The visa office needs a certified translation and in order to certified the translator needs to identify her or himself and in order for it to be a proper legal document the translator will have it notarized for you...

    Did they request a new medical? If you needed to wait for a request in the past then you should wait for a reques now, maybe they don’t even ask you for one. This fingerprint request just means that there is someone working on your file, nobody can tell you if you will get a decision made right...

    You could send both. I understand the owp is what gives you implies status however, you won’t get your owp until after AIP and that can take a long while or not. There is nothing to loose by sending them both
