Are you already inside Canada? If yes I think you can fly back and do the landing on your way back. It would be the same as flagpoling. Also, look into PRTD (PR travel document). You can apply for this to travel outside the country while you're waiting for your PR card.

It normally takes a month to get back the PCC from sfo. You might get it before your deadline, but no harm in having a backup plan.

The average time is around 4-5 weeks in sfo. I sent my documents on 21st May and still waiting.
