Well it says it's for either a renew or replacement request. Doesn't say about the initial PR card, at least in my eyes I can't find anything about the initial PR card.

I don't think we need for the first PR card as there is no instruction whatsoever asking for the payment

Just wondering, did you receive CoPR file as PDF via email too? I received CoPR file on email, just wondering if that's the real CoPR doc that I need to print off and send to the office along with a photo, or I need to wait until THE REAL CoPR document comes through a paper mail.
