In my case, my wife PR card application was approved 4 days later than mine. You can link your PR card applications on cic.gc.ca to see the real approval status.

I called IRCC this morning from inside Canada, waited 15-20 mins. AOR 30 Oct. Criminality: In Progress Eligibility: Not started Security: Not started I forgot to ask where's my VO.

Yes it updated my bio number and the date it was done.
