In most cases, background check starts after submission of passport and in few cases, it's updated just before PPR. Not sure about eligibility review but mine was done in about a month, and was done before PPR, got to know through my MP because my account wasn't updated.

I got PPR yesterday. July 27 applicant.

You are right. My husband went through the same thing. He was denied US visa twice before applying for PR. He didn't acknowledge the two denials. The officer found out and asked him why. He sent a letter acknowledging just one denial. The officer made him realize they found out he was denied...
