It is complicated. I applied in 14 August. Got reject in 15 september. Then they changed decision to Aip in 16 October. Out of blue. Just changed decision. And in 9th I got OPR and approval. Now waiting passport to come.

Dont be so hopeless. I think they really lost their head. Its 4 th refusal on unlogical grounds. I was the scholar of Canadian government scholarship. If Global Affairs chose me as the scholar of full foundation, then it means visa officers are just unlogical people..nothing more.
