Nope, FP has become somewhat of a norm. Several of my friends have been asked for PF and their applications continue the regular path. Including some whose apps were urgent and processed in 3-4 months. A couple of them have asked the call centers agents this very question, they all say what I said.

One of the requirements stated on the webform site to use this tool is to have an app in progress.

If you call them, they will certainly be able to tell you if background and security clearance are completed. They gave me that info over the phone. Good luck!

There is no oath ceremonies in Montreal after April 12th and they added many in QC city after this date. QC city wasn't in the list before.
