On 1st JANUARY file submitted

I submitted file in 1112 but some website shows OID list was changed on 27 dec and 1112 was removed.. soo confused whats truth? What happens if file submitted and noc 1112 was not there? Need help revert asap... And some says that cic will require ECA for educational docs.. but some says it will...
