Cut off apply to those having same score. ex. if you and I both have 440, and today cutoff is 440. who ever have submitted application earlier will get preference. if there is only last slot available. Other people who have score 440+ get and ITA even if they submitted application just few days...

so far CIC is treating 440 and above only as good score, may be your application bring back the classical music. good luck.
