I think taking fresh photo is not a big deal. I was im situation like you but decided to take fresh photo to avoid any potential delay. Technically you are right, you can submit the same old photo. Calling may not help bcz they will refer you to download photo guidelines and follow it.

Hi PR: approved on Jan 30, 2019 Passports and COPR are on its way to me. Finally cic account finally say " We"re done processing your application" and status changes to approved. All the best to you all.

Instruction letter writes like If you are in US, you may go to a (USCIS), (ASC) or (VAC) and if you are outside of US, you may go to VAC. " Based on this, i think, you can give biometrics in any of visa application center around the world.

Some countries issue PCC in a sealed envelope and write that only recipient should open. I had such a PCC and when I uploaded I attached scan copy of sealed envelope and asked ircc instructions in LOE. They replied to open, scan and upload.
