Has been discussed in multiple forums but after you become a Canadian citizen, you cannot travel on Indian passport. Your best case scenario is to apply for Indian passport surrender and apply for e-visa, and stay for 180 days.

If your validators are all certified P.Eng. from Canada, then you may have an easier path to licensure than most of us. However like @Ed Doetzel says, you still need to carefully fill your assessment and emphasize what you did in the scenario presented that demonstrates the specific competence...

I think its because India announced resumption of e-visas for Canadian citizens. Many now dont have to queue up and apply for entry visas/ OCIs but can apply for the e-visas online instead. Press Release from HCI Ottawa

If i were you i would apply for the license anyway. It will take APEGA a few weeks to assess your application and see if you can qualify to apply for P.Eng. directly.
