I dont know, I'm November AOR and had my file on hold as wide was pregnant and we resumed almost 2 months ago and that's when they contacted us and requested what I mentioned

I suggest to decline it as it will be rejected with loe. I got USA pcc which is through FBI, you need to get the fingerprints and mail it in so probably accept next ita. For Japan, they have to provide you with a letter requesting pcc for embassy to process it so you will have to wait anyways
