MELAB and CELBAN are available in canada. they can be used instead of IELTS, actually many applicant prefer them to IELTS. but if you can do something in advance why not? if you have time take IELTS now and save time.

I have the same question. I landed sep 2011. I filled tax return and child benefit after landing and receiving the monthly small amount of money.but I left Canada after 1 month. I plan to go back to Canada for good early 2013!. for the current year do I need to fill up the forms?

IELTS is not required till you pass the exam, after passing CRNE and for registration you need it. General module is accepted by CNO. Speaking 7 and others 6.5. you can take MELAB that is an easier exam in Canada too.
