    Yes, I would agree with Jacko007. Do not rely on the automated system, might as well get the finger prints on paper and if the IT system is fully functional then you have an option to visit any center at a later date.

    This was found on the IRCC's website "If we refuse your application to come to Canada, you can apply again at any time, unless your decision letter says you can’t. You should only apply again if you can include information that you didn’t include before."

    You should call the FBI for clarification. Thy're we responsive to any inquires but my guess is just like the current facility for American citizens or GC holder you will have to visit one of their Approved Channelers for finger printing...
