I figured it out. It was because I didn't list any work experience that matched exactly my primary occupation code. I created a new profile this time categorizing 2 of my work experience in a way that they exactly matched my primary occupation category. This time I got the "you are eligible"...

Thanks for the link. the way I calculated it, it came down to 68 and I pretty much downplayed the work experience otherwise it could be 70. I believe my experience is category A since all my previous jobs required at least a Bachelor's degree.
