Inland applicants will get pre-arrival letter as well, so SA is now complated then it's gonna be background check left.
You can also check the status in PR tracker or in your account if you linked it
For paper-based, sometimes you will receive a temporary file number first, and then get the AOR with file number later.
It's YMMV, not everyone will get that temporary number
Upon checking tracker and social media, inland applicants who submitted last year in Dec even got portal inviation or COPR......

Feb 01, 2022 - Application Received
March 25, 2022 - Received AOR (Didn't receive any temporary file number before)
March 25, 2022 - Medical/Bio pass (had exam within 5 years under temporary policy)
