    You can if you qualify for one of the strategic initiatives. There is one for French speakers, one where they are nominated by the Ukrainian association (the person must be Ukrainian), etc. I don't know the full list but I imagine you might find it if you google it.

    1. No, it doesn't matter if it is expired. 2. They mean your PR card, your ID(s) and your passport(s). I also took a photocopy of my IELTS score but they didn't ask to see it. The actual application is obviously with them, so it would be impossible for you to bring it.

    Yes, as soon as you get the invitation you should contact them and reschedule the date if you will be unavailable. Some offices send the notification by email and some do by postal mail, will there be anyone in your home that could let you know if it arrives by postal mail?
