If the status is not changed to Approved yet then I think it's still on queue. They're receiving lots of passports lately and I think they accumulated in PO Box at first (Nov 20) before delivery to desk for processing (Dec 7). Give them sometimes I don't think we can receive before Christmas.

It depends on the country procedure I guess, for my country both cities could provide me PCC (actually any city where I lived). I went to my hometown where I was born coz it was easier for me. You can check your country procedure here...

Not yet, I received PPR on Nov 15, sent Passports and photos (me and my hubby) on Nov 16, reached Ottawa office on Nov 20. No update since then. Status is still : "Your application is in progress"
