Enter 2 different trips, one finishing the day you became a PR and one starting that day. That will give you credit for a day you don't want, so obviously don't apply without it covered with your buffer, and add a LOE saying that you did what you did for system limitation reasons.

Well, things are quite clear. There's no timeline on rescheduling, it may happen in a month or a year. If you don't care much when you become Canadian, it's fine... But if you do, your only possibility is to back north before the ceremony.
