What Buletruck said is right but you got a different point I guess. Obviously, there are people in Canada who may have similar skill as you have but your employer can create a difficult job description with many skills tied all together to reduce the number of applications they are going to...

My friend has 12th, 2 year diploma and 3 year engg degree. Can he use two or more degrees option while creating EE profile?

Yes, I did update all the cities. But make ur your PCC should cover entire country.
