I am not planning to apply for my Sister's TRV with my mom. I am currently only applying for my mom. Is that an issue? And are you suggesting I apply for my mom's Super Visa and then my sister's TRV afterwards? Also, what's the processing time for Super Visa these days?

Also, for the purpose of travel for my mother - Can it just be visiting my son and celebrate his birthday?

Yes. I did meet LICO. My sister is 24 years old. She is working in India and lives with my mother. In terms of Liquid Funds, she can show around CAD 25,000 (10,000 in account + 15,000 Fixed Deposit). She has a business on her name + Property papers. Let me know how to proceed.
