I applied with completion letter only, did not ask for transcript. I think the key is your completion letter MUST indicate your program length, if not, its very likely they will ask you to provide transcript.

I see, you might want to try apply in boarder, you can get your work permit immediately. I have a friend who lives in Montreal and get approved in boarder with no problem.

Apply on paper taking longer time. I saw you applied on June.6, I believe you should expect result in the first week of October. (Base on recent processing times. Do not worry. ;)

I asked CIC and they told me the hard copy can take up to 40 days. If you did not received in 40 days you should contact them.

When did your applied? After you get approved, the website will shows the document expiry date immediately.
