Hi, pls suggest n guide whether it is mandatory to give ielts and wes verified before making profile in express entry?

Hi, I created express entry profile but received the message that your profile is not eligible. Though I know that I meet the minimum eligibility criteria for express entry but i am not sure as to why the message says ineligible. please suggest what could be the issues? Thanks
