Thanks. My issue is more that we would rather apply for the passport before landing for COPR as after that it will be a bit crazy (house and job hunting etc) so we'd rather get it done before landing so it's out of the way for another 10 years :) But if we do that, I don't want to have issues...

Everything I've read says you can't have the card sent internationally? I've read that they have a chip in which is picked up by Canada Post on any international postings and they are seized (if found).
