People update their profiles with improved language scores or increased work experience. And with updates, the profile creation date does not alter.

Well if we compare to last CRS distribution, even that was as of 28th September for 30th September draw. So we can't match numbers exactly and hence the fact remains that high CRS score candidates are entering the pool at unprecedented rates.

WES requires both degrees to be evaluated for ECA however. Do check the FAQ and help section on their website.

How much time to fluctuating status after Final Review?

Not sure about CES. But WES and IQAS have hard copy of ECA sent by default with additional courier charges.
