I had 4 backlogs, I applied to University of Windsor for Masters of management. They do not accept more than 3 backlogs. So yes, I was not eligible :)

There won't be a problem with the visa officer, if you're satisfying the college requirement.

I guess the IELTS score requirement for PG diplomas is 6.5 overall. Rest, you need to verify it with the college you're applying to.
