    No she does not need licence to work in IT in Saskatchewan . Licence is only required for the SINP immigration application for primary applicant.

    Marriage after ITA?

    No once you submit your application then your score will not be recalculated . Just inform CIC that you are now married via webform . They will ask you to provide your spouse documents. Note- post AOR score is not recalculated.
