Your courses need to be atleast 8 months regular courses. And you cannot work full time on ur study permit even after your completion of the course you need to apply for work permit and than u can work fulltime

Firstly apply for the CAIPS to know exact reasons. Her graduation percentage could be one of the reason. She needs a good SOP to convince the VO.
