    that is not the case from lots of people's experiences. IRCC will still issue the 2nd portal email with a temporary username and password included. and once you log on to the portal, there is no option to declare you are outside of Canada. seems it goes into a process blackhole here. LoL

    IRCC GCKey site is in maintenance and related outage has been extended. 1. PRTD must be applied outside Canada because it is for PRs who do not have a PR card and want to return to Canada.
