Yes it went beyond the expected timelines. I did contact them but it happened to be the day they finished processing all my checks. I guess it was coincidental but the agents cannot really do anything about the timelines.

I would say that it should take anything between 2-3 years provided you work hard. If you are already in Quebec, it helps. I guess they absolutely need either of these documents. I submitted a copy my electricity bill as a proof of Canadian residency. Worst case scenerio, you can try your luck with any other document you may have. You never know and it might work.

I am guessing they are not too fussy about it although I filled mine by hand.
