The website is still not working. I created one key on 11th July. so 14 days means today is my last day(I'm in US right now and today is 24th) Should I withdraw my application and start my process again?

No. I haven't yet submitted. I'm waiting for the website to work. Its been more than 24 hours now and the website is still not working.
