I dont think so. Seneca comes under spp and also in non spp. you are very much free to re-apply in non -spp category.

I don't think you need to submit itr just gic fees receipt is fine. Do check the checklist though juajust to be sure. I would rate 70-80% chances of visa if no itr or bank balance shown
