Check wes preliminary tool and search on the forums of these site regarding kuruk univeristy. I believe it is recognized though. :)

Done Bcom from Delhi university (Correspondence): Recognized. MBA from Symbiosis Distant( Corres): Not Recognized. It depends upon the university mainly and not the college. Your university should be affiliated with wes terms of requirements.

Yes you need ATC certificate before you apply for transcripts. I received my ATC certificate today and applied for transcripts immediately.
