I too have a similar letter from Indian Embassy in Oman.but my letter is titled as police clearance. I think your letter should be fine as the content is fine.

I too received the PCC from the Indian embassy in Oman without any expiration date.

I know this is difficult but please aim for CLB 9 and 429 would put you in a position for an ITA almost immediately if lucky or in a couple of draws at most. So please go for IELTS again.
