CIC sometimes messes around with the email address that they have on file. I suggest you call the helpline and verify the email address to make sure that they have the right one. I had this issue where they had a wrong email address on my file.

Its supposed to be the letter confirming that the study permit is approved and has the reference number that the border officer at immigration will use to generate the official study permit.
