On hold means they are waiting for something. Like if you applied for BOWP, they are waiting for your application to pass completeness check.

You can apply for a BOWP any time before your currect WP expires. But I would definitely apply for a Visitor Visa, just in case. Because BOWP can take a few months to be approved...

Do you have a valid work permit now or are you on implied status?

Good luck! Normally, it takes 3 to 10 days for the actual work permit to arrive after approval.

Maybe you could ask your friends to mail it to your country and ask for a transit visa at your local visa office? What is your CEC timeline?
