only canadian citizens can sponsor while living outside of canada. if the sponsor is just a PR, they must be in Canada at the time of applying and must remain in Canada for the duration of the application...

does the consent form for the non accompanying parent need to be signed in the presence of the notary? or can the parent just sign it and have it notarized later? also, does the consent form have validity period or expiry date after it has been notarized?
