ive been to regway for my work permit a year ago, they are kind.. and that portal is not strict as somewhere else, better you go early like 6 am they are not bussy would take you only 5 - 10 min.. but i dont know for permanent residence stuff

your just getting maybe too annoying for them if you call and inquire of what is your application status every once in a while, i think it wont help, just extend patience and wait quietly since your mp has contacted them already and have given you two weeks before you make another call and...

no you cant send any documents without prior request or notice from the cic, this instruction can be red in the application form and guidelines, it will cause you more trouble in case your passport got lost
