I had same question because the NY VAC does not seem to have listed PR visa stamping as an available service on their website. They only list PRTD and this service requires that the IMM5627E be completed:

Email CIC asking them to authorize to send the documents to a Canadian visa office located in the US.
They indicate this as an option in the PPR email and this is the cheapest option.
Did you call CIC since your case processing is over the estimated 6 months? If you did, what is the reason they gave for the delay? I believe they advise to call when such is the case...

We emailed CIC through the account help. They said to create new account and link new to old. We created new but unable to link to old. So we emailed them again but have not heard back.
CIC needs to be more clear about this.
Somewhere on their website it says not to send them language results. And one would think they plan to access the results by directly contacting the testing body using the exam/candidate number provided by the candidate.
